The Permanent Secretary in the Ministry of Agriculture, Animal Industry and fisheries (MAAIF), Major Gen. David Kasura Kyomukama has challenged local leaders to always strive to transform their subjects from peasantry life.
“As leaders you need to tell our people that very many people are engaged in Agriculture, but they get very little money out of it. So, it’s your responsibility to tell these people to transform into commercial agriculture,” said Kasura.
Gen. Kasura was engaging participants at the ongoing transformational course for local leaders at Oliva Tambo Kaweweta in Nakaseke District.
Kasura delivered a lecture on enhancing production, productivity and profitability in the agriculture sector.
The leaders camped in Kaweweta for the course have been drawn from the Districts of Nakasongola, Gomba, Mbarara, Kalungu and Mbarara City.
He said that leading poor people is very difficult because they are always vulnerable and keep begging.
“It is not good to be rich amongst the poor people because these people will envy you and even disturb you. Ramathan Ggobi, the Permanent Secretary Ministry and Finance, Planning and Economic Development said ‘the people in Uganda do not sleep because they are hungry and even the rich are not sleeping because the poor are awake and can easily attack them and take their wealth’. So, you need to empower the people, and they become independent,” said Kasura.
Gen. Kasura said that people do not need land to eat but they should have money.
“You don’t need land to eat but money. It is an important insight. You keep telling people that keeping your land without telling them how to turn this land into money is a very wrong mentality,” said Kasura.
The ongoing transformational Leadership course for over 1000 leaders from ten districts at the National Leadership Training Institute & Oliva Reginald Tambo Leadership School Kaweweta respectively is organized by the Office of the Prime Minister in conjunction with the Ministry of Local Government and Patriotism Secretariat.
The 11-day course is running from 26th August 2024 to 07th September 2024 under the theme “Enhancing Leaders’ Capacities in monitoring government Programmes to improve service delivery.
The Leaders include RDCs, LCV Chairpersons, members of the district executive committee, District councilors, special interest group leaders, NRM &LC3 Sub County chairpersons.
Those camped at the National Leadership Training Institute (NALI) are from the districts of Yumbe, Kibuku, Kibaale, Masaka and Kiboga.
