President Yoweri Museveni has tasked Public Servants to support the pro-people Agenda of the National Resistance Movement-NRM, for socio-economic transformation.
“I urge the Public Service to support the pro-people agenda of the NRM, i.e. ensuring free education for our children, in the government schools; drugs are not stolen in the government health facilities; and the correct implementation of the wealth funds, to lift all Ugandan households from poverty,” said Museveni.

This was contained in the President’s message delivered for him by the Rt. Hon. Nabbanja Robinah, the Prime Minister of Uganda during the 14th Africa Public Service Day commemorations that took place at Kololo Independence grounds on Monday, 7 July 2025.
The President noted that all Government efforts should be aligned towards ensuring that we maintain peace and stability, continue modernizing the infrastructure in order to attract more investments and eliminate the subsistence modes of production.
“Please, desist from all forms of corruption. Corruption slows down Uganda’s development. However, this will not be tolerated by the patriots, who fought for the liberation of Uganda and Africa. I want to assure you that Uganda’s progress is unstoppable,” he warned.
The President congratulated all Public Servants upon reaching the 14th Africa Public Service Day and thanked the Ministry of Public Service for organizing this year’s commemoration activity; and the Public Servants, for their enthusiastic participation, in the activities, such as sports, exhibitions, etc.
He further noted that the challenge of high cost of money is being addressed by extending cheap credit to those engaged in production through Uganda Development Bank and the Wealth Creation programs e.g. Emyooga Fund, Women Fund, Youth Fund and now the Parish Development (PDM) Model.

“PDM is aimed at eliminating bystanders or spectators in the drive towards increasing household incomes and creation of jobs. The NRM Government has been involved in efforts aimed at integrating Uganda’s market of 46 million people to the bigger market of East Africa and Africa,” he said.
Museveni noted that Individually, the 54 African States have small internal markets that cannot spur them to higher levels of prosperity.
However, collectively, Africa has a huge market of 1.3 billion people.
“This is the market that Uganda must take advantage of to gain greater prosperity. Uganda is ripe for investment; all the conditions for a favourable investment climate are in place: peace, security and stability are guaranteed; the physical infrastructure to enable business operations is in place and finally, the market is available i.e. the Ugandan market, the East African market and the huge African market. Therefore, business profitability and returns on investment are guaranteed,” he noted.
The Deputy Head of Public Service, Ms. Jane Kyarisiima Mwesiga at the Office of the Prime Minister and in charge of Performance and Service Delivery says there is need from plan to real outcomes. We must go beyond routine service delivery to real outputs.

Every intervention should be assessed on the basis of what it achieves not what is routinely done.
“Government programmes must translate into real and measurable improvement in people’s lives not the usual routine of working,” said Kyarisima.
She said that Government was moving into establishing one-stop service centers across regions to improve service delivery by the government.
The day was marked under the theme “Enhancing the Agility and Resilience of Public Institutions to Achieve Equitable Governance and Rapidly Address Historical Service Delivery Gaps”.
The Minister of Public, Hon. Muruli Mukasa said that delivery of public services cannot be done without a good public service which is efficient and effective. “It is therefore very important to recognize public service in Uganda which has greatly improved,” he said.
The day was characterized by exhibitions from various Ministries, Departments and Agencies of Government that included the Office of the Prime Minister, Uganda police, Uganda People’s Defense Forces, Uganda Prisons services among others.
