The Minister for General Duties in the Office of the Prime Minister, Rt. Hon. Justine Kasule Lumumba has called upon the Government Officials to demonstrate the standard of discipline and coherence that the government expects from them by ensuring that they implement the requirements outlined in the Office of the Prime Minister strategic plan, service delivery standards and client charter.
She noted that all the Ministries, Departments, and Agencies must demonstrate readiness to collaborate with the Office of the Prime Minister by ensuring that the reports and the engagements reflect the framework documents.
“These are not optional guidelines. They are binding commitments that must shape how the entire public service plans, coordinates, and delivers,” the Minister said.
The Minister made the remarks at the official launch of the Office of the Prime Minister’s 5-year Strategic Plan, Service Delivery Standards and the Client Charter in the OPM Conference Hall in Kampala on Wednesday.

Minister Kasule Lumumba elaborated that the strategic plan positions the government to work in a more coordinated, focused and result oriented manner. She said it also reinforces the Office of the Prime Minister’s commitment to the national priorities stipulated under the National Development Plan IV and the broader development agenda.
She further highlighted that the OPM Service Delivery Standards reflect the quality of public service Ugandans should expect since it indicates the institution’s determination to raise performance, strengthen accountability, and ensure that the government services are delivered consistently and fairly across the country.
Also, the Minister noted how the OPM Client Charter will be benefit the citizens of Uganda. She cited that the Client Charter will empower them to understand their rights and engage with the government enabling them to receive timely and professional service, which will strengthen their relationship with the Government.
The Deputy Head of Public Service in charge of Performance and Service Delivery in the Office of the Prime Minister, Madam Jane Kyarisiima Mwesiga said the efficiency and effectiveness of the Office of the Prime Minister directly influences the performance of the MDAs, the functionality of the local governments and the well-being of citizens, since it plays a central and catalytic role in the executive arm of the Government.
Madam Jane noted that the success of the launched instruments will be assessed by the tangible experience of Ugandans, who expect a Government that is fast and more coordinated in action, responds to disasters in a timely manner, is accountable and accelerates its implementation of the national priorities.
She called for collective commitment in the implementation of the instruments.
The Permanent Secretary of the Office of the Prime Minister, Mr. Kakooza Alex said the launched instruments were developed through a comprehensive and participatory process, and are aligned with the NDP IV and the Ten Fold Growth Strategy.
He revealed that the launched instruments will provide the Office of the Prime Minister with an opportunity to rebuild public trust, enhance government performance, and position Uganda on a clear path towards resilience, inclusive development and effective governance.
Mr. Kakoozi affirmed the Office of the Prime Minister’s commitment to implementing the instruments with discipline and integrity in order to achieve positive results.
The event was attended by Officials from the Government Ministries, Departments and Agencies (MDAs), the Development Partners and members of the Civil Society. End.
