KAMPALA
The Office of the Prime Minister (OPM) convened the 2025 National Partnership Forum (NPF) Technical Session on 26 November 2025 at the World Food Programme and UNICEF offices in Kampala. The meeting followed the NPF Political Session held on 20 November 2025.

Held under the theme “Financing Uganda’s Development: Building Coherent and Effective Partnerships for NDP IV Implementation,” the session was chaired by the Deputy Head of Public Service (Performance and Service Delivery), Jane Kyarisiima Mwesiga, on behalf of the Head of Public Service, Lucy Nakyobe.
The meeting brought together senior government officials, development partners, the private sector, and civil society to strengthen coordination on financing Uganda’s Fourth National Development Plan (NDP IV).
The NPF, guided by the Uganda Partnership Policy, serves as a platform through which the Government engages with Development Partners. The Platform, which is coordinated by the OPM, is, among others, designed to facilitate coordination between the Government and its partners to increase the effectiveness of development assistance. It is also aimed at promoting transparency and accountability between the Government and partners in the management of development cooperation.

In her opening statement, Mwesiga noted that NDP IV, with its emphasis on productivity and human capital, sets out a bold transformation agenda. She reminded participants that no country achieves ambitious results alone, emphasising the importance of the Technical Forum as a space for collective thinking, testing ideas, aligning perspectives, and generating clear guidance for political leaders. Mwesiga called for the utilisation of the platform to rebuild technical consensus and steer the national partnership agenda.

In his welcome remarks, the National Partnership Taskforce Chair and Permanent Secretary at the OPM, Alex Kakooza, said the forum should serve as a central mechanism for advancing partnership dialogue and coordination.
The development partners reiterated their support to Uganda, and offered recommendations for accelerating domestic resource mobilisation, improving compliance and rationalising exemptions, de-risking climate and private investment, and pursuing blended or guarantee instruments in sectors like agriculture, energy and infrastructure.
