The Minister for Luwero Triangle and Rwenzori Region, Hon. Alice Kaboyo, has officially launched the final phase of the Luwero District Administration Block, marking a significant step toward strengthening public service delivery and administrative operations within the district. During the same event, the Minister also handed over iron sheets to several schools, underscoring the government’s continued investment in improving social infrastructure in the region.

The administration block, a four-storeyed facility, is expected to accommodate more than 95 offices. Once completed, it will provide much-needed space to support the district’s expanding administrative functions. The project was initiated and championed by Minister Kaboyo, who presented the proposal to the President. Following approval, the Minister, through the Office of the Prime Minister, secured over 6.1 billion shillings to support the final phase of construction. The works are being carried out under the supervision of the National Enterprise Corporation (NEC).

For nearly three decades, the district has operated from offices donated by the President in 1994. The new building is therefore seen as a timely intervention to address long-standing infrastructure constraints within the district’s governance structures.

Speaking at the launch, Minister Kaboyo thanked all stakeholders who contributed to the progress of the project. She acknowledged previous delays but reaffirmed her commitment to ensuring that the facility becomes operational as soon as construction is completed. She also commended LC5 Chairperson Erasto Kibirango for his collaboration, noting his constructive engagement despite belonging to a different political party.

The Minister further praised the Chief Administrative Officer (CAO) and district staff for their professionalism and commitment to serving the community. She encouraged Mr. Kibirango and security officer Afande Hadson Mukasa to continue prioritizing the completion of the project and extended an invitation to Mr. Kibirango to consider joining the National Resistance Movement (NRM) to deepen his contribution to district development.

Minister Kaboyo also highlighted the government’s broader development efforts in the region, pointing to over 500 enterprises established to improve local livelihoods. She urged residents to take advantage of these opportunities and emphasized Luwero’s growing role in national leadership, as evidenced by the number of individuals from the district serving in senior public positions.

In response to Mr. Kibirango’s request for an additional project to support post-war recovery in the district, the Minister assured residents that a plan is underway and called for continued patience. She also appealed to NRM members to strengthen party unity and rally behind flag bearers to ensure consistent progress in the region.

During the same event, the Minister distributed iron sheets to nine education institutions in the district, supporting ongoing efforts to improve school infrastructure. The beneficiary schools included Luwube UMEA Primary School, Busiika Muslim Secondary School, Nsaasi UMEA Primary School, Mpigi Senior Secondary School, St. Kizito Natyoole Primary School, Nazareth SDA Primary School, Lukole UMEA Primary School, Kalwe Primary School, and Nsawo COU Primary School.

The area LC1 Chairperson expressed concern over increasing conflicts among youth in the district, which he said has discouraged political participation. He called for strengthened cooperation among local leaders and stakeholders to restore unity and civic engagement.

Engineer Buhanda Brian of NEC, who is overseeing the construction works, reaffirmed NEC’s commitment to completing the administration block on schedule, ideally before the next presidential swearing-in. He thanked the Minister and the government for entrusting NEC with the project.

Chief Administrative Officer Asaba Innocent Birekeyaho extended gratitude to the President for the financial support and recognized Minister Kaboyo’s intervention during a critical funding gap. He confirmed that 6.1 billion shillings of the required 6.7 billion shillings had been secured for the final phase.

The CAO presented a breakdown of funding received over the years since the project’s inception. A total of 2,084,836,469 shillings has been spent to date, with the project budget totaling 6,713,659,961 shillings. He also highlighted Minister Kaboyo’s broader contributions to the district, including support for school construction, veterans’ housing, infrastructure renovations, and the ongoing development of a district hospital.

The launch event reinforced the government’s commitment to infrastructure-led development and community empowerment in Luwero, with Minister Kaboyo reaffirming the administration’s resolve to deliver on key priorities.
