Hon. Jenipher Kacha Namuyangu, the Minister of State for Bunyoro Affairs, has spearheaded an ideological orientation and leadership training session organized by the Office of the Prime Minister in collaboration with the Ministry of Local Government and the National Secretariat for Patriotism Corps, aimed to empower local leaders with the skills necessary to enhance their oversight of government programs and improve service delivery.

The training took place at two prominent venues, the National Leadership Institute (NALI) in Kyankwanzi and the Oliva Tambo Leadership Training Centre in Kaweweta. The sessions were designed to provide local leaders with a comprehensive understanding of their critical role in the implementation of government initiatives.

Addressing the participants, Minister Namuyangu underscored the importance of aligning local strategies with the National Development Plan and Vision 2040. She highlighted the need for local leaders to collaborate effectively with technocrats to develop and implement strategic plans that prioritize resource allocation and project implementation.

“Reports from the National Development Plan indicate that some Local Governments lack approved strategic plans, which poses a significant challenge for effective resource allocation and project prioritization,” Namuyangu remarked.   “It is imperative for local leaders to act as vigilant overseers, ensuring that government programs are executed according to the established plans and within the specified timelines”, she added.

Namuyangu emphasized the role of local leaders in monitoring the performance of both government staff and contractors involved in program delivery. She encouraged them to provide consistent and detailed reports to higher authorities and the community, addressing any challenges encountered in the implementation process.

“As local leaders, you are entrusted with the critical responsibility of overseeing the execution of government programs,” Namuyangu stated. “Your proactive engagement and diligent reporting will be crucial in ensuring that these programs meet their intended objectives and serve our communities effectively.”

The training session marks a pivotal step in enhancing the efficiency and effectiveness of government program monitoring at the local level, reflecting the government’s commitment to improved service delivery and accountability.
