NTOROKO

The Government of Uganda has identified pieces of land where flood affected persons will be resettled in Kanara sub county, Ntoroko District.

The Prime Minister of Uganda, Rt. Hon. Nabbanja Robinah led the government team that included the State Minister for Tourism, Martin Mugarra, the Permanent Secretary in the Office of the Prime Minister, Mr. Alex Kakooza and other technical officials from line ministries.

Nabbanja briefed the gathering that H.E. the President directed her to coordinate relevant Ministries, Departments, and Agencies of the Government to resettle communities affected by floods in areas such as Kayanja II, Kayanja III, Kyapa, Rwakitura, Kanara Town Council, and Kanara Sub-county in Ntoroko District.

“I am pleased to inform you that the Government has resolved to acquire land measuring 901.0131 hectares in Kyenyangi and Kibira in Ntoroko District for the resettlement of the affected households. One block of this land is owned by Kasolo Charles, while the other belongs to Mpaka Keesi and Mwamba David. Both parcels are held under freehold titles,” noted Nabbanja.

The identified land on which to resettle the flood affected victims of Ntoroko District in 2021, will cost shs.6.6 billion.

Nabbanja told the gathering that on 24th and 30th July 2025, she held meetings with the Ministers of Finance, Planning and Economic Development; Presidency; Relief, Disaster Preparedness and Refugees; Tourism, Wildlife and Antiquities; Lands, Housing and Urban Development; Local Government; and Attorney General, to deliberate on the modalities for implementing the Presidential Directive.  These meetings were also attended by Ntoroko District officials, including the Resident District Commissioner (RDC), the District Chairperson, and the Chief Administrative Officer (CAO).

The Premier noted that investigations conducted by the Land Zonal Office in Kabarole confirmed the above-mentioned individuals as the true owners of these blocks of land.

She noted that her office had received a report from the Ntoroko Chief Administration Officer indicating that the identified land was suitable for resettlement, because its location on a raised ground, with access to a stable water supply and other essential environmental services.

“I am also pleased to inform you that the Chief Government Valuer has completed the valuation of the land and determined its market value, paving the way for the next steps in the acquisition process. Therefore, I have convened this meeting to share this information with you so that we can jointly plan for the smooth implementation of the resettlement exercise. I wish to reaffirm the Government’s commitment to ensuring that the affected communities are resettled in a dignified, safe, and sustainable manner in accordance with the Directive of the President,”  Nabbanja assured the gathering.

The Rwangara Health Center III constructed by the Office of the Prime Minister to help the flood affected persons access health care services

In 2021, River Semliki burst its banks causing floods that left thousands of people in Ntoroko District in a desperate situation with all their houses submerged in water.  It was estimated that about 30,000 people were affected by the floods in Ntoroko.

The State Minister for Tourism Martin Mugarra was optimistic that the government would resolve the issue once and for all and appealed to the affected persons to accept the land identified by the government so that they could be resettled to begin a new life.

The Permanent Secretary in the Office of the Prime Minister, Alex Kakooza said that the affected communities would be accorded two acres per the household as government policy.

The Prime Minister also directed the Permanent Secretary in the Office of the Prime Minister to find resources so that the community could also get a school to enable children to go to school.

Recently, the Government, through the Office of the Prime Minister, constructed a health centre III at Rwangara.

Nabbanja urged the residents to overwhelmingly vote for president Museveni on 15th January 2026.
