Uganda signed a memorandum of understanding (MoU) with a United Arab Emirates fertiliser manufacturing firm – Refarm – during the UN COP28 summit that took place in Dubai last month.

The Minister for Agriculture, Animal Industry and Fisheries, Hon. Frank Tumwebaze, signed the MoU on behalf of Uganda in the presence of the Rt. Hon. Prime Minister Robinah Nabbanja.
The MoU will facilitate Refarm to establish an estimated $200m fertiliser production plant in Uganda.
“We needed this fertilizer plant yesterday because our population is increasing yet land is not increasing and is overworked,” Nabbanja said during the signing ceremony. “So we need to replenish our soils with fertilizers,”
The Prime Minister, who represented H.E President Yoweri Museveni at the summit, added that Uganda needs fertilisers to increase agricultural production and productivity.
“The Government, through the Parish Development Model, is encouraging the people to use fertilisers to earn from agriculture,” the Prime Minister said. “So, when we get a fertiliser factory, we will boost our agricultural output,”
Tumwebaze noted that the MoU was a major milestone for a country that wants to increase agricultural yields.
The Permanent Secretary in the Ministry of Agriculture, Animal Industry and Fisheries, Maj. Gen. Kasula Kyomukama and Uganda’s Ambassador to the United Arab Emirates, Zaake Kibedi, also attended the signing ceremony.
