KAMPALA
The Minister for General Duties in the Office of the Prime Minister (OPM), Rt. Hon. Justine Kasule Lumumba, has assured Ugandans that every eligible citizen will receive financial support under the Parish Development Model (PDM).

Appearing on the Front Bench programme on Uganda Broadcasting Corporation Television (UBC TV) on 2 March 2026, Lumumba explained that although the Government does not have sufficient funds to reach all eligible Ugandans in a single financial year, it is committed to ensuring that everyone who qualifies benefits from the programme.
Under the PDM initiative, the Government sends Shs100 million in revolving funds to each parish annually to help households trapped in the subsistence economy transition into the money economy.
“The PDM programme is at the parish level, and that was done to avoid unnecessary bureaucracy,” Lumumba said. “The people in charge of that programme are members of our communities. PDM is for everyone, and we all want it to succeed.”
The Minister noted that the PDM was one of several Government initiatives aimed at improving Ugandans’ livelihoods. However, she said some citizens were not participating in the initiatives due to limited awareness and mindset challenges.
“There are many programmes. But we have not sensitised people enough on how they can get involved in these programmes,” Lumumba added.

The Commissioner for Monitoring and Evaluation in OPM, Mr. Timothy Lubanga, who also appeared on the programme, said the Government was utilising existing monitoring and digitalisation tools to track beneficiaries and measure the performance of government programmes.
“We are able to track beneficiaries even if they move from one place to another,” Lubanga said.
Dr. Albert Byamugisha, Head of the Sustainable Development Goals (SDGs) Secretariat in OPM, who was also a guest on the programme, said that the monitoring tools are helping the Government assess progress in implementing the SDGs.
