The Uganda System for Electronic open data Records (USER),, is a form of an interactive web-based platform that was launched on the 24th November 2017 by the Minister for Kampala Capital City and Metropolitan Affairs at the Office of the President Conference hall.

The USER system is an initiative of Kampala Capital City Authority (KCCA) in collaboration with Anti-Corruption Coalition Uganda (ACCU)and Office of the Prime Minister as an implementing partner, funded by UNDP Uganda, Seoul Policy Centre (SPC) and Seoul Metropolitan Group (SMG).

It is a component of Clean Construction Project designed in South Korea to help in piloting the Clean Construction Data base for selected infrastructure investments in the city as a citizen’s accountability initiative. The major objectives for developing the USER system was to; increase transparency and accountability, inform citizens of ongoing government infrastructure projects, provide value for money and improve the reporting mechanism.

The platform is expected to enhance institutional effectiveness through increasing citizen engagement in dealing with urban challenges as they provide information to stakeholders and as well act as a modality for government interaction with its citizens.

Appreciation goes to all partners who put an extra effort in the development and launch of the USER system. We implore all citizens of Kampala to use the system as it will greatly help improve efficiency and effectiveness in all ongoing infrastructural development projects in Kampala.
