Commissioner Refugees.

Objective:

  1. Receive and grant asylum to refugees in accordance with both international and national legal instruments
  2. To settle refugees granted asylum, develop and implement humanitarian interventions
  3. Advise government and other stake holders on refugee matters
  4. Provide physical protection to refugees
  5. Improve on the physical infrastructure of the Refugee settlements, ranging from roads, staff accommodation, offices, reception centres among others
  6. Enhance the Refugee livelihoods by provision of Income Generating Activities (IGAs)

Outputs:

  1. All asylum claims are processed and refugees granted asylum
  2. Refugees settled on land
  3. Refugees voluntarily repatriated
  4. Livelihoods for both refugees and host communities improved
  5. Environment in refugee settlements improved
  6. All agencies working with Refugees coordinated and monitored.
  7. Opening of access roads in the settlements, Construction of staff accommodation and offices,
  8. Improving the health, water, education and sanitation facilities,
  9. Generating and supporting IGAs for refuges and host communities.

Key Activities

IDPs returned and resettled, Refugees settled and repatriated

1. 20,000 refugees settled on land in refugee settlements
2. 4000 plots demarcated for new arrivals
3. 3000 lts of quarterly fuel for entitled staff released

Refugees and host community livelihoods improved

1. 300 Refugee Households and 200 host community Households provided with 100,000 tree seedlings and 4,000 assorted grafted seedlings
2. Repair of staff accommodation in refugee settlements of Nakivale, Kyaka2 and Rwamwanja
3. Repair of staff houses in Kyaka2, Nakivale and Rwamwanja Refugee Settlements

Grant of asylum and repatriation refugees

1. 20,000 new refugees granted refugee status

2. Contribution to International bodies (IOM)

3. 10 Laptops for use by REC procured

4. 4 Refugee Eligibility Committee sessions conducted

Key Achievements

IDPs returned and resettled, Refugees settled and repatriated

  1. Settled 40,267 refugees
  2. Demarcated and allocated 6,037 Plots to new arrivals

Refugees and host community livelihoods improved

  1. Conducted 2 livelihood missions to Rwamwanja and Kyaka2 and Nakivale refugee settlements
  2. Ministry of works is undertook feasibility studies for OPM staff houses

Grant of asylum and repatriation refugees

  1. Profiled 5,010 asylum applicants
  2. Held 4 Eligibility sessions conducted and 4,349 of the applicants granted asylum
  3. Issued 23,526 IDs and 330 CTDs to refugees
  4. Conducted 836 counseling sessions and 15 Home visits
  5. Held One session in Nakivale in November 2015
