The Prime Minister Dr. Ruhakana Rugunda has commended the Presidential Advisory Committee on Budget (PACOB) for its tremendous work of ensuring that the NRM government has a proper and better budget management strategy and policy.

He highlighted that the Ministry of Finance, Planning and Economic Development as a lead institution in the budgeting process has been able to  implement a number of recommendations by PACOB,adding that this has improved supervision of the implementation of the national Budget.

Rugunda made the remarks while chairing the Inaugural meeting on the Presidential Advisory Committee on Budget (PACOB) at the Office of the President Conference Hall on Tuesday.

PACOB was formed in 2013 by H.E President Museveni to lead and guide the county’s planning and budgeting process with the purpose of aligning the government budget priorities to the national development frameworks to realize socio-economic transformation.

The Prime Minister observed that the recommendations made by PACOB have enabled the Government to save money and hence allocate it to other productive areas. He urged Ministries, Departments and Agencies to implement the recommendations of PACOB for national development.

“In the last five years, PACOB in its various sub-committee reports has made relevant recommendations for budget formulation and implementation. These recommendations must be implemented in order for Government to overcome the bottlenecks it has been facing as far as budget formulation, implementation and monitoring are concerned,” Dr. Rugunda said.

The Premier also said efforts should be geared towards mitigating constraints that hinder and affect budget formulation and implementation in the country such as limited funds, through promoting production and productivity, investment, tourism and export promotion among others.

He urged PACOB to ensure that the priorities for the Budget of FY 2018/19 are in line with the NRM Manifesto 2016-2021, the 23 Presidential Strategic guidelines, the SDGs, NDP II and Vision 2040.

The Government Chief Whip, Ruth Nankabirwa commended PACOB for its commitment, support and hard work to budget issues and proposals by government.

She said PACOB advices the President on how to fulfill the NRM commitments and priorities as outlined in the NRM manifesto, identifies critical sectors that need funding and also mobilizes external sources of funding among others.

Some of the key challenges hindering budget implementation in the sectors were identified and these include: inadequate funding, low staffing levels, lengthy procurement procedures and inability to acquire land for government projects.

Some of the recommendations made include prioritization of projects, provision of additional funding and proper accountability as well as eliminating wastage of resources and duplication of services by sectors.
