The Prime Minister Dr Ruhakana Rugunda on Monday launched the National Housing Policy during celebrations to mark World Habitat day which was organised under the theme “Adequate Housing for All” at Imperial Royale Hotel in Kampala.

The National Housing Policy which was approved by Cabinet on 4th May 2016 provides a framework to promote construction, upgrading, repair and maintenance of housing for all as well as guide

real estate development in the country.

The Premier said the National Housing Policy will guide Government’s medium to long- term prioritization of the housing sector in the National Development Plans as the country pursues its national transformation agenda in vision 2040.

“Government is aware that investment in the housing sector has a significant backward and forward linkages in enhancing national economic growth in line with the National Development Plan (NDP), Vision 2040 as well as the NRM manifesto. Government is therefore committed to fulfil the objectives of the National Housing Policy of increasing the housing stock in the country, rehabilitating the housing industry and encouraging Ugandan to own homes in an organised environment,” Dr Rugunda said.

He applauded the Ministry of lands, Housing and Urban Development for its strategy of mass production of institutional housing for the army, police, prisons, intelligence officers, teachers and health workers as well as upgrading of slums.

Dr Rugunda however noted that Uganda is facing a housing deficit currently standing at 2.1 million housing units which makes houses very costly and unfordable to most Ugandans.

He pledged government support to the Ministry of Lands, Housing and Urban Development to create partnership with companies like the National Housing Construction Company, Shelter Afrique, NSSF, Housing Finance Bank and the private investors to help raise funds and cost effective technology to implement mass construction of houses within the Country in order to effectively address the housing deficit.

The Prime Minister also commended the Ministry of lands, Housing and Urban Development for coordinating the policy development process and urged the minister to urgently complete the ongoing preparation of the Housing Bill and the Real Estate Agency and Management Bill and submit them to Cabinet for approval.

The Minister of Lands, Housing and Urban Development, Betty Amongi said the policy calls for changes that include policy and legislative reforms in the housing sector.

Amongi said there was need to ensure that the housing sector is at the centre of government planning since housing is the second basic need after food, adding that the housing sector has a multiplier effect on job creation.

The Minister of State for Housing, Chris Baryomunsi said there was need to support public servants by establishing a revolving fund where they can borrow money to construct their houses.

The National Housing Policy is aimed at increasing housing units from the current 60,000 to 200,000 per annum to meet the housing need by 2022.
